Microsoft reboots with sweeping reorganization

SAN FRANCISCO (AP) ? Microsoft Corp. has decided its entire business needs a new operating system.

CEO Steve Ballmer is restructuring the company to cope with a quickening pace of technological change that has left the world's largest software maker a step behind its two biggest rivals, Apple and Google.

In an effort to catch up, Microsoft is dismantling an organizational structure that separated the company into sometimes disjointed divisions and hatching a more cohesive product line-up. The new set up revolves around software, devices and services connecting those devices to applications stored in remote data centers ? a concept that has become known as "cloud computing."

The move comes amid a lukewarm response to the latest version of Microsoft's flagship Windows operating system and a steady decline in demand for personal computers as people increasingly rely on more convenient smartphones and tablets.

If things pan out the way Ballmer envisions, the shake-up announced Thursday will foster more rapid innovation and sharpen the company's focus on countering the threat posed by mobile devices running on software made by Apple and Google while laptop and desktop computers powered by Windows lose their luster. He is hoping a more closely-knit organization making the software and services that run smartphones, tablets, the Xbox video game console and, yes, PCs will re-establish Microsoft's reputation as "a company that helps people get stuff done."

"We are ready to take Microsoft in bold new directions," Ballmer told analysts and reporters during conference call.

Ballmer, 57, can't afford to lose his way now. If he does, Microsoft could be even further eclipsed by rivals. That, in turn, could disillusion investors already exasperated with the lackluster performance of Microsoft's stock since Ballmer succeeded his close friend, company co-founder Bill Gates, as CEO 13 years ago.

During Ballmer's reign, Microsoft's stock has slipped by nearly 40 percent even as the company's annual revenue has roughly quadrupled from $20 billion to nearly $80 billion. The bellwether Standard & Poor's 500 has climbed by 14 percent during the same time while Apple's stock price is nearly 17 times higher. By the time Google went public, Ballmer had already been Microsoft's CEO for four years. Since then, Google's stock has risen tenfold.

Microsoft's stock has surged 23 percent in the past three months, partly because the company's revenue is holding up better than many analysts expected, despite five consecutive quarters of declining PC sales. Some recent buyers of Microsoft's stock had been betting the company would do something even more dramatic, such as spinning off a division or shedding its unprofitable Internet search engine, Bing, said BGC Financial analyst Colin Gillis. Neither of those appears likely, now that Ballmer has reshuffled the business.

Gillis views the changes as Ballmer's tacit acknowledgement that Microsoft had become bogged down in bureaucracy and second-guessing ?and an admission that there was too much internal strife as various factions formed to protect their turf.

"We have to make the right decisions more quickly," Ballmer said. The company's motto now: "One Microsoft all the time."

Ballmer appears to have the right idea, although it would have looked even smarter had he done it shortly after it became clear that Apple's 2010 release of the iPad was reshaping the tech market, said Gartner Inc. analyst David Cearley.

"They are really reorganizing for the market reality that has been in place for the last three years," Cearley said. It would have been nice if it was done earlier, but it's not too little too late yet. The real key is execution. All these changes make sense and I can see a path forward, but that path forward is a really rocky one."

Most of Microsoft's key executives will remain in positions of power at the Redmond, Wash. company although with new roles and more defined responsibilities. The company's new divisions include engineering, marketing and business development.

Terry Myerson, who had been overseeing Windows Phone, will lead Microsoft's operating systems and engineering group, namely Windows. Qi Lu, who had been overseeing Bing, will head applications and services.

Microsoft named veteran executive Julie Larson-Green head of its devices and studios engineering group, which will be in charge of hardware development, games, music and entertainment. She had been promoted in November to lead all Windows software and hardware engineering after Steven Sinofsky, the president of its Windows and Windows Live operations, left the company shortly after the launch of Windows 8.

Some of what Microsoft is doing mirrors changes that Apple and Google already have executed.

For instance, Apple put its iOS software for iPhones and iPads along with its operating system for its Mac computer under one executive, Craig Federighi, in a shake-up last year. And Google's Android software for mobile devices and Chrome software for laptops were aligned under the management of the same executive, Sundar Pichai, for the first time during the spring.

Now, Microsoft hopes to mimic the success of its rivals in a world that increasingly revolves around mobile devices and Internet services. Gartner estimates nearly 867 million devices running on Android software will be shipped worldwide this year, up from 505 million last year. Worldwide shipments of Windows-powered devices are expected to total nearly 340 million this year, down from 346 million last year, Gartner forecasts. But those Windows machines are primarily PCs, not smartphones or tablets. Apple will ship about 296 million iOS and Mac devices this year, up from 213 million last year, Gartner predicted.

Ballmer's reorganization "should help Microsoft slow its decline, but the question remains whether it will be enough to help it climb into new markets," Forrester Research analyst Frank Gillett said.

Reward for info in Swiss-NY airline money theft

NEW YORK (AP) ? The FBI says a $100,000 reward is being offered for information leading to the recovery of $1.2 million that disappeared from a currency shipment and to the arrest of those responsible.

The FBI says the U.S. currency was stolen sometime between June 21 and June 24 as it was being moved from Switzerland to New York.

The currency shipment was brought to John F. Kennedy International Airport on board a Swiss International Air Lines flight.

The money was discovered missing after a count at the Federal Reserve showed a discrepancy.

The case also is being investigated by police at the Port Authority, which runs the airport.

New Delhi: Chinese troops transgressed the LAC in Ladakh region last month, barely two months after their incursion resulted in heightened tensions, and took away a surveillance camera, army sources said.

The camera was returned after the Indian Army authorities took up the issue with their Chinese counterparts, the sources said. "The matter was resolved at the local level," said an army source reiterating the perception of the Line of Actual Control (LAC) was different among India and China in the sector.

According to the sources, the Chinese patrol in Chumar sector in southern Ladakh June 17 took away a camera placed about 6 km ahead of an Indian Army post. It was returned July 3. The two countries last week agreed to enhance interaction of border troops delegations to promote dialogue and strengthen trust and cooperation during Defence Minister A.K. Antony's visit to China July 4-7.

This is the second incident of border transgression by the Chinese troops since April. The face-off between the two sides in Ladakh's Daulat Beg Oldi sector April 15 was triggered by construction of an Indian army observation tower in Chumar division which had to be subsequently dismantled May 5 before the crisis was defused, said the sources.

BCCI: South Africa schedule not finalised

Cricket South Africa's announcement of their summer schedule appears to have rattled a few cages in India, as the BCCI say they were not consulted about the itinerary and it had not been finalised.

The Indian authorities are not happy about the number of games on the schedule, and say the seven ODIs on the list for December are too many. They feel the itinerary discussion had not reached a conclusion and should not have been released.

BCCI secretary Sanjay Patel told ESPNcricinfo: "We have written to CSA mentioning that while we have been discussing the tour itinerary, nothing had been agreed upon (before they announced the schedule).

"The discussions are on and a consensual decision will come soon."

CSA said they hadn't heard anything from their Indian counterparts, either formal or informal, but said they would be happy to discuss the matter and resolve it 'amicably'.

Michael Owen Smith, CSA media consultant, said: "If the BCCI has any concerns they can raise them with us and we will sort them out amicably as we have always done in the past."

India leave for New Zealand directly after their trip to South Africa ends in mid-January, and a BCCI insider said the players would prefer finishing a week earlier and having a break before jetting off to the Antipodes.

The source said: "If we have five ODIs, perhaps the tour can get over a week early and the boys can have a week-long break before flying to New Zealand."

BAE Systems is advancing the ability of today?s warfighters to securely and reliably communicate battlefield information via jam-resistant waveforms. As the developer of the Wideband Networking Waveform (WNW) Anti-Jam (AJ) mode for the Department of Defense, the company tested its mid-tier PHOENIX? networking radios at Joint Base McGuire-Dix-Lakehurst (Fort Dix) in New Jersey.

?Protecting tactical communications is fundamental to maintaining battlefield advantage. Our expertise with the Anti-Jam mode of WNW is evident in the positive results of our field testing at Fort Dix,? said Christopher A. Ager, director of Networked Communications at BAE Systems. ?During this testing, each PHOENIX radio successfully and securely communicated across uneven terrain.?

The over-the-air test was conducted within the scope of a Cooperative Research and Development Agreement (CRADA) between the U.S. Army Communications-Electronics Research, Development and Engineering Center (CERDEC), and BAE Systems. The CRADA provides industry with unique opportunities to collaboratively work alongside government engineers, allowing BAE Systems access to government facilities and resources at Fort Dix. The Product Director for C4ISR and Network Modernization ? a directorate of CERDEC ? provided the venue to host, instrument, and observe the BAE Systems-led tests.

Using PHOENIX radios, soldiers can communicate voice, data, and video for enhanced battlefield awareness. This family of software-defined radios includes three programmable variants, each of which uses the next-generation, government-owned WNW and Soldier Radio Waveform (SRW), and allows multiple configurations: two-channel with SINCGARS, two-channel, and four-channel. With the robust WNW, all PHOENIX variants provide full anti-jam modes to protect communications in hostile environments and when using jammers. This off-the-shelf radio system offers a low size, weight, and power design that integrates easily with the SINCGARS radio space already allotted on U.S. Army ground combat vehicles.

BAE Systems is planning additional WNW-AJ tests on networks of up to 30 nodes in the coming months. In November 2012, PHOENIX-2C radios successfully provided tactical networking capabilities during U.S. Army exercises at Fort Huachuca, Arizona, enabling soldiers to communicate more than 20 kilometers in moving vehicles, which is double the mid-tier network requirement.

12/12/2012 - ''When molecular biologist Carol Greider was 25 years old, she was studying a minute pond creature and its telomeres, the tips of its chromosomes. Greider knew that as chromosomes naturally divided, their telomeres became shorter, but in this particular animal they did not.

She wondered why, and guessed that an enzyme was involved. Her hunch panned out. According to Greider?s research, the enzyme, telomerase (pronounced ?ta-LAW-mer-ace?), helps maintain the length of telomeres, replenishing them with each cell division. This discovery led to the 2009 Nobel Prize in Physiology or Medicine for Greider and two colleagues, and to further study of the connection of telemeres to diseases associated with aging, such as pulmonary fibrosis, and to some cancers.

Greider, now 51, is director of molecular biology and genetics at the Institute for Basic Biomedical Sciences at Johns Hopkins School of Medicine. She recently spoke to The Post about telomeres and whether understanding how to manipulate them may someday lead to treatments of age-related diseases.''
