Have a Back up Plan
You must have a contingency plan at every stage of your purchase. Furthermore, make sure you are protected in any contract that you sign.

Offer the Right Amount
It is a buyer?s market at the moment, and you should not be afraid to put in the research in order to make what you deem to be a fair offer. If you back up your offer with several reasons, a seller will be more inclined to accept. However, if you make an offer and come in well under for no reason, you will probably just be dismissed.

Watch out for Estate Agents
An estate agent may try to be your friend, but they work on commission. Watch out for any estate agent trying to take advantage of you as a first time buyer.

Do you Have Kids?
A lot of first time buyers do not have children and do not intend to for several years. If this is the case, then do not buy in an area with schools. Houses next to schools tend to fetch more, which means you will get better value for money elsewhere.

Pre Approved Loan Must Come First
Before you do anything in terms of buying your first home, make sure you have your pre approved letter in hand. Having this will allow you to know your price range. It will also show estate agents you mean business.

Check for Foreclosures
Even though the process for buying foreclosed homes is a bit harder, you will generally get a much lower price on these types of homes for first time buyers.

DIY
If you can take on the price and demands of a property that needs work offers, then make sure you do it. First time buyers can get a strong foothold in the market if they get this right.

Cyprus becomes next eurozone state to seek bailout

(AP) ? Cyprus on Monday became the fifth eurozone country to request financial aid from its partners in the European currency union as it struggles to shore up its banks, which took heavy losses on Greek debt.

The island nation's government said in a terse statement that it required assistance following "negative spillover effects through its financial sector, due to its large exposure in the Greek economy."

Government spokesman Stefanos Stefanou wouldn't say how much Cyprus would ask from the European bailout fund, saying that the amount would be subject to negotiations in the coming days. The 27 leaders of the European Union will meet in Brussels on Thursday.

Stefanou said that despite its demand for European aid, the Cypriot government would continue negotiations for a possible loan from a country outside the EU, such as Russia or China.

"One doesn't preclude the other," Stefanou told the Associated Press. "Our efforts to secure a bilateral loan will continue."

Cyprus is scrambling to find about ?1.8 billion ($2.26 billion) - or about 10 percent of its gross domestic product - by a June 30 deadline to recapitalize its second largest lender, Cyprus Popular Bank. The lender is the most heavily exposed of the country's banks to Greek government debt, which lost most of its value this year in a writedown.

Over the past weeks it became clear that the bank would not find the money from the private sector and would need to get it from the government, itself strapped for cash and unable to raise money in bond markets, where its borrowing rates are too high. Cyprus, which has been surviving off a Russian loan so far this year, has been debating whether to ask for European aid or another loand from Russia or China ? or a combination of both.

Earlier Monday, ratings agency Fitch became the third agency to downgrade Cyprus' credit rating to junk status, estimating that the island will need another ?4 billion ($5 billion) to recapitalize its banking sector. It cited the banks' exposure to Greek debt as well as a rise in bad loans over the last year as the Cypriot economy has shrunk and unemployment has risen to record levels.

A One-Two Punch for Your Physique ? Scottsdale Personal Training

If you want to get in the best shape of your life, Scottsdale Personal Trainers suggest trying this technique on for size. It?s called SUPERSETS. A superset is two exercises performed back-to-back, without resting in between.

For example, let?s say you do a set of bench presses. As soon as you?re done, follow it up immediately with a set of lat pulldowns. After you?re done with that back exercise, you can rest. Then, repeat the process.

Working out this way burns tons of calories, according to Scottsdale Personal Trainers, mainly because of the intensity ? you?re not resting in between sets. Supersets also stimulate the production of Growth Hormone (GH) in your body. GH is the hormone that helps you both burn fat and build muscle.

Think of supersets as a one-two punch that works your muscles, your heart and lungs (think cardio). Here?s a sample superset workout by Scottsdale Personal Trainers you can start using right away.

Antagonistic SUPERSET Workout

For this workout, you?re going to work opposing muscle groups. For example, you?ll work chest then back?biceps then triceps?quads then hamstrings.

SUPERSET #1

Dumbbell Bench Press ? Grab two medium weight dumbbells. Lie on a flat bench. Press the dumbbells up toward the ceiling. Do 10-12 reps.

Bent Over Barbell Row ? Grab a light to medium-light weight barbell. Bend over about 45 degrees while keeping your lower back straight and flat. Hold the barbell palms down and let your arms hang straight in front of you. Bend your elbows and lift the barbell toward your sternum. Do 10-12 reps.

Rest 60 seconds and repeat this superset two more times, resting 60 more seconds at the end of the superset.

SUPERSET #2

Biceps Dumbbell Curl ? Grab two light to medium-light dumbbells. Stand and let your arms hang to your side. Curl both dumbbells up at the same time, and turn your palms to face your body. Then bring the weights down. Repeat 10-12 times.

Triceps Pushups ? Get into pushup position. Bring your hands close together, so that your thumbs are basically touching each other. Slowly lower down and then press back up. Do 10-12 reps.

Rest 60 seconds and repeat two more times, resting 60 seconds after the superset.

SUPERSET #3

Jump Squats ? Stand with your feet shoulder-width apart and squat down. Jump up as hard as you can, and reach your hands up to the ceiling. Repeat 20-30 times.

Stiff Leg Deadlifts ? Grab two medium weight dumbbells. Stand upright holding the dumbbells at your thighs with your arms straight and your feet hip-width apart. Lower the dumbbells to just below your knees shifting your hips back and keeping your legs straight and back flat. Return to the upright start position. Do 10-12 reps.

Rest 60 seconds. Repeat two more times, resting 60 seconds after each superset.

Try this superset workout by Scottsdale Personal Trainers, and once you get comfortable with it, add new exercises. Just make sure you follow the principle of opposing muscle groups. The average South Florida sports fan could see Lionel Messi walking down Ocean Drive in beachwear and flip-flops this weekend, and not give him a second glance.

He hardly looks like one of the most gifted and highest-paid athletes on the planet. He doesn?t have LeBron James? superhero build or David Beckham?s GQ style. Messi is 5-7 (in cleats), sports boyish floppy hair, and is remarkably unassuming for a man with a $43.5?million annual income, an estimated $110?million net worth, and an endorsement portfolio that includes adidas, Pepsi, Herbalife, EA Sports and Dolce & Gabbana.

But put that diminutive guy they call La Pulga (?the flea?) on a soccer field, drop a ball in front of him, and he becomes larger than life.

South Floridians have a rare chance to see Messi up close at Sun Life Stadium on Saturday night, on the eve of his 25th birthday, when he and 31 other international soccer stars play an exhibition match as part of the World Masters Tour. Diabetes doctors: NYC big-soda ban is just a start

PHILADELPHIA (Reuters) - Doctors treating the casualties of the global obesity epidemic say an unpopular proposal to limit soda portions in New York City should be just the beginning of stricter regulation of unhealthy foods.

Public opinion polls show a majority of Americans oppose New York Mayor Michael Bloomberg's plan to limit single servings of sugary drinks to 16 ounces (0.45 kilograms) at restaurants and other public venues.

Many view the measure as unwelcome government intervention in their daily diets.

But exasperated diabetes specialists say people need even greater protections from a food industry that keeps enticing them with ever-bigger portions, as more than two-thirds of the country's adults are now overweight or obese. Excess weight contributes to health problems from diabetes to hypertension.

"We're spending billions of dollars for drugs to cure the problem after the problem happens, instead of preventing the problem," said Dr. Bryce Palchick, a general practitioner in Pittsburgh.

"This goes beyond individual freedom; if you have diabetes and end up in the hospital, somebody else is paying for your bills if you're not paying for it yourself," Palchick said in an interview at the American Diabetes Association annual meeting in Philadelphia last week. "Not only are you endangering your own life, you're making everybody else pay for it."

Obesity accounts for $190 billion in annual U.S. medical costs -- or almost 21 percent of the total, according to a recent Lehigh University study. On average, obese individuals incur $2,741 higher medical bills each year than other people do, the study said.

A report presented this week by the American Medical Association estimated that 46 percent of the nation's intake of added sugars came from beverages. It said increasing taxes on sugar-sweetened beverages to a penny per ounce would lead to a 5 percent drop in the prevalence of people who are overweight and obese, and cut medical costs by $17 billion within a decade.

Other medical experts predict the scope of the problem will lead to further restrictions on food portions, from oversized hamburgers to super-size servings of French fries. New York City may be one of the first major centers to adopt new rules and become a template for other regions across the United States, they said.

"It wouldn't be unreasonable to consider other high-calorie and empty-calorie foods" for regulation, said Dr. Andrew Ahmann, a professor of endocrinology at the Oregon Health and Science University in Portland.

He did express concern, however, that such intervention would be most costly to lower-income people, who rely more on the cheaper fare of fast-food restaurants.

Bloomberg's soda proposal might seem a little over-reaching, but makes total sense from a health perspective, said Karen Weiland, a nurse practitioner from Ohio State University Medical Center in Columbus.

"The person gets a huge jolt of sugar, and there's no protein or fat in the soda to mitigate that, and the body's insulin is not equipped to deal with that," she said. "Plus it's adding a lot of calories nobody needs."

Weiland expects New York to regulate other high-fat or high-calorie foods within a year or two and for such restrictions to "go global," as other governments follow suit.

However, the proposed soda restrictions face stiff opposition.

Coca-Cola Co has called the Bloomberg proposal an insult to New Yorkers. And the American Beverage Association, which represents that company as well as PepsiCo Inc and other soda makers, is fighting the measure.

The city's Board of Health is expected to vote on the measure by September, after a three-month public comment period. If approved, the regulations would take effect in March.

Even so, they could face a court challenge from opponents, including a coalition of the beverage association, the National Restaurant Association, the National Association of Theatre Owners and others.

"We're watching developments, but I can't tell you at this point what we will do" in terms of legal or other strategy, said Gary Klein, general counsel of the theater owners group.

GLOBAL PROBLEM

Bloomberg's proposal follows a series of failures by individual U.S. states and local governments to introduce new taxes on sugary drinks. Residents of Richmond, California, will vote in November on a proposed 1-cent-per-ounce tax on sugar-sweetened beverages. The city would use the estimated annual proceeds of $2 million to $8 million for soccer fields, school gardens and health programs for children.

Governments abroad have already begun to embrace taxes and other regulation on foods that contribute to weight gain.

Denmark imposed a tax last year on foods containing more than 2.3 percent saturated fats -- lifting the costs of butter by 30 percent and a bag of chips by 8 percent. A year earlier, the country had raised excise taxes on chocolate, ice cream, sugary drinks and candy by 25 percent.

In 2011, Hungary started taxing prepackaged foods high in sugar, salt or caffeine -- including carbonated sugary drinks, cookies, jams and instant soups. Finland introduced a tax the same year on sweets, chocolates and ice cream, and raised its existing excise tax on soft drinks.

Belgium, Ireland, Romania, Italy and the United Kingdom have considered similar measures as obesity rates among their citizens catch up to the United States.

Even Tasmania, whose isolation has protected many animal species from extinction since the Ice Age, is succumbing to fast food, said Dr. Gary Kilov, a primary care doctor from the Australian state who attended the diabetes meeting.

"There has been a doubling of childhood obesity in the last decade, and this pretty much reflects what's happening in all the Western world," he said. "Food is cheap, and lives are busy, so we opt for convenience over activity."

Australia now has one of the world's lowest smoking rates after emulating Bloomberg's earlier ban on the practice in bars and restaurants, Kilov said. But the New York big-soda ban does not go far enough, he added.

"To select soft drinks as the sole target of obesity is laughable; it's just fiddling at the edges," he said. "A better option would be an empty-calories tax on sugary drinks and high-fat foods and putting that money back into health and education. Tax your french fries, your doughnuts and ice cream."

Dr. Saleem Qureshi, an endocrinologist from Islamabad, Pakistan, said he wholeheartedly supported Bloomberg's big-soda restriction and expected his country to follow suit.

"It is time for the government to interfere," Qureshi said. "It's not about the words 'sugar' or 'diabetes' -- it's about the heart attacks, the strokes, the kidney failure, the blindness and the amputations that come from diabetes. And it's hitting at a younger and younger age."

Checks not guaranteed for all insurance rebates

WASHINGTON (AP) ? The Obama administration says nearly 13 million people in the U.S. will benefit from health insurance rebates under the new health care law, but the number actually getting checks could be much smaller.

Awaiting a Supreme Court decision on the health care law, the administration issued a report Thursday that says 12.8 million individuals will benefit from rebates averaging $151 per household.

But two-thirds of those people are covered by employer plans, and they're only entitled to pro-rated rebates, based on their share of premiums.

What's more, employers can plow all the rebate money, including workers' share, into the company's health plan.

The official who heads office running the health care overhaul says it's not known at this point how many checks will go out.

(AP) ? Al Pacino is getting some help in "Glengarry Glen Ross" on Broadway this fall ? from Bobby Cannevale.

Producers of the David Mamet revival said Thursday that Cannavale will play Richard "Ricky" Roma, the part Pacino played in a 1992 film version of the same play.

Previews will start on Oct. 16 at the Gerald Schoenfeld Theatre and an opening night has been set for Nov. 11.

Cannavale, who has appeared on "Nurse Jackie" and won an Emmy in "Will & Grace," was last on Broadway playing a recovering addict opposite Chris Rock in the Tony-nominated play "The Motherf---- With the Hat."

The actor is also slated to star in a new production of Clifford Odets' "The Big Knife." It begins previews on March 22 at the American Airlines Theatre.

WASHINGTON (AP) ? President Barack Obama is acknowledging that Europe's economic situation could have a spillover effect on his own re-election prospects.

As he wrapped up the Group of 20 economic summit of world leaders, Obama expressed confidence in Europe's ability to right its own financial ship. He said he was hopeful that voters would validate his own efforts come November if he stayed focused on strengthening both the U.S. and world economies and creating more jobs at home.

"I've consistently believed that if we take the right policy steps, if we're doing the right thing, then the politics will follow, and my mind hasn't changed on that," the president said a news conference in this Mexican resort Tuesday at the close of what is expected to be his last foreign trip before the November election.

The president returned early Wednesday to Washington, where a tough re-election fight and a shaky economy awaited him.

Obama said he was encouraged that European leaders understood the depth of their continent's economic problems and were working in unison to address it.

"Even if they cannot achieve all of it in one fell swoop, I think if people have a sense of where they are going, that can provide confidence and break the fever," Obama said.

Locked in a difficult campaign, Obama acknowledged he couldn't control the pace of action in Europe despite the repercussions the continent's debt crisis could have on the U.S. economy and his own re-election prospects. The U.S. economy is undergoing a slow recovery amid a slump in hiring and indications that the housing market is healing. Those mixed signals have muddled Obama's prospects for a second term as GOP challenger Mitt Romney mounts a campaign singularly focused on the state of the U.S. economy.

Obama also was frank in laying out the disagreement among the United States, Russia and China over whether Syrian President Bashar Assad can remain as leader of Russia's main Mideast ally. He blamed wholesale slaughter of civilians squarely on Assad's government and said while the U.S. and Russia, in particular, both fear all-out civil war in Syria, they remain divided about exactly what to do next.

Obama met with Russian President Vladimir Putin and Chinese President Hu Jintao on the sidelines of meetings at the posh seaside resort. China and Russia have close ties to Syria and have vetoed two U.N. resolutions that mentioned the threat of sanctions against Assad's regime.

The bloodshed in Syria and the economic crisis in Europe dominated the discussions at the gathering of the world's leading and developing nations.

Obama told reporters that in two days of intensive meetings, Europe's leaders showed a "heightened sense of urgency."

The president maintained that Europe had the capacity to solve the crisis on its own, indicating the U.S., still battling its own economic woes, would not be offering any financial pledges to help its international partners.

Still, Obama recognized the challenge European nations faced because each country has to separately approve any action to stabilize the fiscal union.

Mindful of his audience of voters in the U.S., Obama said, "The best thing the United States can do is to create jobs and growth in the short term even as we continue to put our fiscal house in order over the long term."

Obama urged Congress to focus on steps it could take to boost job creation and economic growth, pitching legislation he proposed months ago that has little chance of garnering Republican support in an election year.

All sides at the G-20 summit seemed intent on sending confident signals to jittery markets and unhappy electorates.

Underscoring the stakes, Obama broke from the main summit Tuesday for a brief meeting with leaders from Britain, Germany, Italy, France, Spain and the European Union.

Despite the words of unity, European leaders showed signs that they have heard enough about their troubles, particularly from Americans. Memories linger of the 2008 financial crash that was born in the United States and destroyed jobs and wealth.

"The eurozone has a serious problem, but it is certainly not the only imbalance in the world economy," Italian Prime Minster Mario Monti said. He said the United States' own financial problems were mentioned in G-20 talks "by almost everybody, including President Obama."

European Commission President Jose Manuel Barroso took an aggressive tone with reporters Monday, also pointing some blame at North America and saying, "Frankly, we are not coming here to receive lessons in terms of democracy."

Get the most from your skin care products: Sequence in which you apply skin care products influences their effectiveness

ScienceDaily (June 19, 2012) ? Consumers often spend hundreds and sometimes thousands of dollars a year on skin care products in an effort to improve the look of their skin. From anti-aging serums to acne medications, many adults and teens regularly apply medications or treatments to their skin. But does the sequence in which skin care products are applied influence how well the products work? Dermatologists say yes.

"Medications or treatments should be applied directly after washing your face," said board-certified dermatologist Susan C. Taylor, MD, FAAD. "This ensures that the medications or treatments are properly absorbed by the skin. Otherwise, people may think a product isn't working because it's applied in the wrong order."

To maximize the effectiveness of skin care products, Dr. Taylor recommended people take the following steps when caring for their skin:

1. Wash your face. Use a gentle cleanser and gently pat dry.

2. Apply medication or treatment. If you are using a medicine or other treatment on your skin, you should apply this right after cleansing unless otherwise recommended by your dermatologist. When applying any cream around your eyes, use your ring finger, as it is the weakest finger and will not pull too hard on this delicate skin.

3. Apply moisturizer and/or sunscreen.

4. Apply makeup, if desired.

"It's important for people to know that using several products at the same time may not only negate the benefits of each product but also irritate the skin," said Dr. Taylor. "Using too many products may cause redness, stinging and dryness of the skin, especially if an anti-aging product is included. The signs of aging may then be more noticeable. A dermatologist can address any questions or concerns that you have about caring for your skin."

(AP) ? Jerry Sandusky has a personality disorder that might explain the "creepy" letters he sent to one of his accusers, a psychologist said Tuesday

Elliot Atkins told jurors that he diagnosed Sandusky with histrionic personality disorder after talking with the former Penn State assistant football coach for six hours.

People with the disorder often interact with people in inappropriately seductive ways and don't feel comfortable unless they're the center of attention, Atkins explained.

"Often these are people who did not have as much success in relationships ? emotional or romantic ? (and) relationships in life," he said, responding to questions from Sandusky's lawyer Joe Amendola.

According to the National Institutes of Health, histrionic personality disorder occurs more often in women than in men.

Sandusky's attorney is hoping to convince jurors that the disorder could explain his client's letters to the accuser known as Victim 4 and other interaction that prosecutors allege show his grooming of victims.

Sandusky is charged with 51 criminal counts related to 10 alleged victims over a 15-year span. He's accused of engaging in illegal sexual contact ranging from fondling to forced oral and anal sex.

Atkins remarks came after earlier testimony that saw Amendola suggesting that investigators shared details among accusers, planting the seeds of the alleged victims' evolving accounts of abuse.

The defense also called more witnesses who lauded the former Penn State assistant football coach's reputation as an upstanding citizen.

But Amendola had sharp questions for two state police investigators who interviewed the alleged victims.

Amendola questioned the investigators about what details they shared during those interviews, in particular with Victim 4.

Amendola asked retired Cpl. Joseph Leiter if investigators told interviewees about others who had stepped forward.

"In some of our interviews ... we did tell them," he said.

Asked why, Leiter said it was to let possible victims know they were not alone.

"Each of these accusers was very, very seriously injured, and very concerned, and we had told them ? especially prior to going to the grand jury ? that they wouldn't be alone, that there were others," Leiter said.

Leiter said that did not include sharing individual accusers' recollections of abuse, such as specific sex acts.

"We never told them what anyone else had ever told us," he said.

But Amendola later read Leiter portions of an interview transcript in which the investigator told the accuser that others had reported abuse that progressed to oral sex and rape.

Victim 4, now 28, testified last week that Sandusky sexually abused him in the locker-room showers and in hotels for five years while trying to ensure his silence with gifts and trips to bowl games.

On the stand, he admitted that he lied to police and his own lawyer about the alleged abuse, saying he had "denied it forever." But he testified calmly and firmly, saying Sandusky performed oral sex on him and sent him "creepy love letters."

The man's attorney, Ben Andreozzi, also was called to the stand and asked about a discussion he had with investigators during a break in an interview with his client.

On a difficult-to-hear recording of the discussion, Andreozzi and Leiter can be heard talking about the investigation while the accuser is out of the room.

Andreozzi acknowledged to jurors that a guilty verdict in Sandusky's trial could have an impact on his client if he files a civil lawsuit, but he told the court that hadn't been decided yet.

Andreozzi also denied coaching his client on what to say to investigators.

"He viewed Jerry as a father figure to him. It's been extremely difficult talking about this publicly," Andreozzi said.

The defense appeared to catch one of the investigators in a lie after recalling him to the stand.

Trooper Scott Rossman said that he hadn't spoken to Leiter about their testimony after he first left the stand Tuesday, but Leiter said they had talked about it.

Meanwhile, another witness told jurors she knew Victim 4 through her brother and that he had a reputation for "dishonesty and embellished stories." The woman, who said her brother was the alleged victim's best friend, is an Iraq war veteran who suffered a brain injury before she was discharged.

The defense also called former New York Jets linebacker Lance Mehl, who played for the Nittany Lions in the 1970s.

"We all looked up to him as a class act," Mehl said when Amendola asked him about Sandusky's reputation.

Earlier Tuesday, Amendola told reporters to "stay tuned" to find out if Sandusky would take the stand himself, comparing the case to a soap opera. Asked which soap opera, defense attorney Joe Amendola initially said "General Hospital," then "All My Children."

Prosecutors rested their case Monday after presenting 21 witnesses, including eight who said they had been assaulted by Sandusky. The identities of two other alleged victims are unknown to investigators.

Sandusky's arrest led the university trustees to fire Paterno as coach in November, saying his response to the 2001 report from McQueary showed a lack of leadership. Paterno died of cancer in January.
